Mission invisible? Managing boundaries for flood protection

Although boundaries are typically seen as hampering inter-organizational collaboration, a lack of clear does not kindle collaboration either. This paper investigates how boundary spanners manage in collaboration. I draw on data from 12-month ethnography an innovation pilot between water authorities and utility owners the Netherlands. The aim this was to improve logistical budgetary efficiency renovations dykes with underground systems, through companies authorities. Findings show staff participants were challenged by invisibility collaborative work: undervalued, nuisance, core responsibility.
